BT Parks - North
Chhattisgarh
Chhattisgarh has been making a constant effort for all round development
of the state in the biotechnology.
Chhattisgarh enjoys a unique position in the fields of
agriculture, healthcare, and sericulture. The state houses an important part of
India's biodiversity, approximately 44 per cent of the geographical area of
the state is under forests cover. Biotechnology policy of Chhattisgarh was
formulated in the year 2003. Since then, the Government of Chhattisgarh has been
making constant effort for all round development of State in this arena. For
Industrial development, state has prioritized the 'BT-Park' as the backbone
of the concept. Tasks identified in these Bt Parks, besides providing employment
to local residents, are value addition/consumption of local resources, develop
infra-structure for industries, and develop system of local procurement. The
major prioritized areas are- agriculture, nutraceuticals and pharmaceuticals.
Time-lines
After the constitution of Chhattisgarh infotech and biotech
promotion society (Chips) in Chhattisgarh, need for a local BT Park was felt.
BCIL New Delhi was given the task to propose a detailed project report (DPR) for
this. Land of 50 Hectares is identified for the park and 2-3 companies are being
tested on pre-identified norms, to be awarded as the anchor company. Time needed
may be around 6 months.
Investments required
The budget of the park mentioned in DPR is approximately Rs.
38 crore. Private organizations will be encouraged to invest in the park.
Companies will be invited in two ways: in the form of an anchor company, or a
subsidiary company working in terms and conditions agreed upon with the anchor.
Support in the form of subsidies, from different funding agencies and
departments of Government of India will be initiated (wherever
available/applicable) Equity will be decided by way of MOU/Agreements with the
anchor company or the funding agency.
Future plans
It is planned that initially, the anchor company will invest,
in form of purchasing and development of land, then will be free to resell it to
BT companies (strictly). Government will facilitate for tax benefits, subsidy in
infra-structure, confirming un-interrupted power supply, insuring broadband
connectivity, increasing transport lines and intensity etc. Also, up to
permissible levels, government will empanel companies of the park for government
procurements of goods and services.
